Program Eligibility and Requirements
Our program is tailored for experienced mariners. If you hold an OICNW-endorsed license, you can complete all TOAR assessments through our program. If you do not have an OICNW endorsement, you may still be eligible to participate, though we might not be able to complete the TOAR in its entirety. Additionally, advancing from a lower-level license to a mate or master of towing may require more sea service than initially anticipated. For more details, please contact us by email or phone.
Need Observation Sea Service?
We offer a solution for those needing 30 days of training and observation sea service. This option is available to any mariner who has completed their TOAR, regardless of where it was obtained. The Towing Officer Assessment Record (TOAR) is a mandated evaluation by the USCG to assess a mariner’s expertise in towing vessel operations. To serve as a Deck Officer on towing vessels, you need to have a completed TOAR assessment, a valid USCG license, and a specified amount of documented sea time. Our seasoned USCG-approved Designated Examiner will use rigorous, objective methods, both in simulators and through practical demonstrations, to evaluate your knowledge and skills.
How is the TOAR class conducted?
The class involves a real-life simulated voyage aboard a towing vessel. Throughout this voyage, YOU yes YOU! will complete each of the TOAR assessments listed below. Under the guidance of a Designated Examiner, you’ll operate a tugboat, learn various towing techniques, and demonstrate your knowledge of safe boat handling at the end of the day.
Where does the class take place?
The TOAR class takes place right in New York Harbor! Being one of the most heavily trafficked areas for towing vessels, it creates a great training platform because it includes training on how to use VTS (Vessel Traffic Service). Class will start by meeting in Perth Amboy, NJ @0830
COST
The TOAR program is a one-day class priced at $2000. A deposit is required to secure your spot on your chosen date, with the remaining balance of $1700 payable on our website before the course begins.
